Cannot setup My Cloud EX2 Ultra when upgading

Hello I recently purchased a diskless EX2 Ultra device to be populated with the HDDs from my old My Cloud Mirror device. After transferring the HDDs from the old unit to the new one (power and network cable disconnected), I connected the new device.
Power led was solid blue but both HDD leds were solid red.
Also could not connect to the device using mycloud.comqsetup.
Any ideas?
