We have a EX4100 16TB, serial number WUBF27170397.
However when we log in it shows only 8TB of storage available. Why is this?

Is your RAID mode set to RAID 1 Mirrored? If so you will only have half the total space as usable space because the data is mirrored using RAID 1. You can set the RAID mode to RAID 0 Stripping and get the full 16TB but that will have no redundancy so if there is a problem with any of the disks all the data is lost.
You are correct, this was the problem.
