WD not return case

Hi, Guys!
I have case with my WD MyPassport 5TB external drive. The disk not working after 12-15 times of use, and I want to replace it with new one, because it’s in warranty, yet. The problem is my private information and financial files are on it and I don’t want to send it via RMA. Thanks to support guys from WD I have some information, but is not enough to send me new HDD. They want to write to the government with my case, but I don’t know which institution and what to write. PLS guys tell me how to start the procedure and I’ll appreciate if you give me more information or link with guidance how to do it.
