This is actually a good observation and is normal expected behavior.
When the owner enabled ‘Clear Device Settings’ from the MCH Dashboard, the MCH will reset the file permission on (all?) user files and folders. This will result in a temporary loss of access to the private user space and if the user tries to open the user space, there will be few files or folder available. This has been observed before:
