Hi, I have a portable external hard drive. I originally used it on a Mac which recently broke, so I now have a laptop with windows 10, I plug it in and the device doesn’t show. If you look more into device management it is there but you can’t open it. Could it be because it had a password? But it never asks me for the password so I can unlock it.

As you were using the drive in MAC so the drive might be formatted in HFS+ file system, In order to make the drive work on your windows you need to format the drive into EXFAT file system.
NOTE: If you have important data on the drive then you need to connect the drive to a Mac operation system and take a backup before formatting the drive.
Also, drive having a password shouldn’t cause this issue, if you have used WD security software to setup password for the drive you can install the WD Security on your windows computer:
