When I connect the drive to my computer The light on the drive comes on and the drive is vibrating however it is not recognized by the computer. The finder preferences show external drives to be shown in the sidebar and on the desktop. The drive is not showing up in Disc Utility either. The USB ports are fine and the cable is fine. The drive works fine on an older MacBook Pro running Mac OS Sierra 10.12.2. Appreciate any help. Thanks.

You should try to use WD Drive Utilities to reformat it in macOS compatible HFS+ file format then use.
