WD Black 2 transfer rate slower than other drives

I have 1 brand new 2tb WD Black and 2 Toshiba 2tb installed in my Dell PC. When running CrystalDiskInfo it shows the WD drive transfer mode as 150|600 while both Toshiba drives are at 300|300. Even though I’m certain that all 4 of my SATA ports on the motherboard are the same, I still tried the WD drive on all 4 and it’s still 150 while the Toshiba drives are both still 300 regardless of the port used. Since my Toshiba drives are SATA Gen. 2 and operate at the max transfer rate, I assume the ports on the motherboard are also Gen. 2. I realize that the WD Black is Gen. 3 but shouldn’t I be getting Gen. 2 speeds instead on the Gen. 1 I’m getting now? Is there a setting to address this? OS Windows 7 64bit.
