I have a WD Passport Essential SE 1TB which is compatible with the USB 3.0.
At first use, transfer speed would reach around 60 MBps but now, it ony reaches around 40MBps. I dont know what’s wrong.

Have you test your drive using a different computer? Did you get the same transfer rate?
Transfer speed would drastically vary on type of files you’re coping. Here is an example of My Passport Essential SE 1TB,

Random Write 4KB (QD=32) : 0.834 MB/s [ 203.6 IOPS]
Test : 1000 MB [W: 21.2% (197.7/930.9 GB)] (x5)
