I just installed a new WD Black 4TB HDD in my Win 10 computer…but, it is only showing 1.92TB not 4TB.
What am I doing wrong?

Change the partition from MBR to GPT as MBR is limited to 2TB

To access the whole 4TB, you have to convert it to GPT. In drive management, right-click the disk and choose “Convert to GPT Disk” (removing any existing partitions may be necessary first). Windows will display the entire capacity once it is GPT.
