4Tb Purple Surveilance HDD only showing 2.794TB

I have WD40PURZ 4TB Surveilance HDD, Using Windows 10 x64 in GPT Parition table
when i format this hdd it only shows 2794.53 GB in total capacity, no matter what tool i use to format this hdd, also converted HDD partition table to GPT but still showing 1TB less in Storage.
What i am missing? anyone please explain
