My Passport Ultra - need help w/desktop & laptop

I have a desktop with Catalina, as well as a 13" MacBook.

1. The laptop was a gift, as was the drive. The drive has to be used with a USB, but these new laptops don’t come with usb cables. I’m not really up on how to work the newer cables - can someone help and tell me what I should buy to make a connection (transformer)?
2. The drive won’t mount at all on the desktop. I can’t get it to see it on either of the two USB ports that usually work for these things. It makes no sense - I have a Seagate drive that works fine, but this one won’t. Any ideas?
