My Book Thunderbolt Duo not powering up

When I power up the ‘My Book Thunderbolt Duo’ it just flashes the led on the front from white to orange several times then goes out and nothing happens
Have tried 2nd PSU and the same thing happens.
Is it a power supply issue ? if so who do I contact.

The drive should be connected to the wall outlet directly (Bypass Power strip)
