HD 2Tb. exFAT format, cluster size smaller than 256kb

I want to format my WD passport ultra, to format exFAT with a cluster size of 4kb. However, Windows menu option will no let me choose a smaller cluster size than 256kb. Is there a tool that I could use?

I would suggest to use WD Drive Utilities in exFAT file format. You may refer below link to install WD Drive utilities.
