File too large for format...but it already has larger files?

I have a 4 TB Western Digital External Hard Drive, formatted FAT32. Well aware of 4GB file limit. There is a bounty of free space avail on it.

I’m trying to move files that are 2.38 and 1.36 GB from my Macbook to External. Get message: “The file cannot be copied…it is too large for the volume’s format.” Seems to happen for most things > 2GB.

I already have files that are of larger sizes (but still under 4GB, obviously) on this hard drive, so I’m not sure what’s leading to the error that it won’t take these files now. It’s been this way a few weeks, but like I said, worked fine before that.

Any ideas?

Thanks!

This seems to indicate it’s a bug in MacOS:
