External Hard drive working properly but don't see it on My Computer

I just received my new WD Elements 25A3 external hard drive. I can see the drive under Device Manager and it says it’s working properly. I’ve tried connecting it to all 4 hubs/ports (don’t know the difference) and still cannot see it under My Computer. I can hear it booting up and the LED light is on. I’ve tried uninstalling & reinstalling twice…no luck.
Any suggestions?

Thank you, Brandon. It seems the issue was that the hard drive was formatted for a Mac and I was trying to access it on a PC. Once the Mac user reformatted it, it worked fine.
