E/: is not accessible Access Denied

I am getting this message when connecting a new drive to a Windows 7 (32 bit) computer. I have tried this drive with many computers and get the same results. The drive does show up on a Windows 8 64 bit computer but that is not what I need it for. I have had this drive replaced 3 times by tech suppost all with the same results. I have downloaded the WD utities to check the drive, write zeroes, etc… I have reformated it with both options. I have tried all sorts of permission changes - all permissions were anabled for everyone at the start and it says access denied for any changes I try. Anyone have any other suggestions? This drive simply does not work with Windows 7 as far as I can tell - it’s a dud - and so is tech support (they have tried hard though).

I even tried changing the drive letter.

How is the drive showing on disk management?

It shows as healthy in disk management.
