I realize this sounds stupid but I have a passport for Mac and used it to back up my iTunes library from my iMac but I want to upload that folder onto my Microsoft laptop into that iTunes folder (same account). Can I do that? Are there drivers or something to install on my laptop that will make this work?

In order for you to do that, you will to reformat the drive to make it compatible with windows and that will erase the information on the unit.
Also, You might be able to use a third party application that allows you to use the drive on a Windows PC.
