What is the best WD could device to stream 4k videos via a Plex app on the Drive itself?
Please note the single bay My Cloud devices do not officially support Plex within the firmware/OS. The more expensive My Cloud units do support the Plex “add-on” third party module however in all cases they don’t officially support transcoding of media files.
The subject of 4K streaming has been discussed previously, see the following thread. The My Cloud should be able to stream 4K media provided one is using Gigabit connection/speed end to end on the local network. As also indicated in that thread the ability for the TV or end device to display or play 4K media is dependent on that device. In that thread one person indicated that their TV supports playing 4K via USB but not via DLNA Client/Ethernet.

Question make no sense to some degree. The fact that your question is not “What is the best WD cloud device to stream 4k videos via a Plex SERVER on the Drive itself?”, makes me wonder if you are full aware how Plex works.
Any NAS can stream videos, it all depends how you do it.
If you want to use the Plex app, well, you need a Plex server. The server portion can run on any machine/pc and with its media library location either local or on any NAS.
Plex is a client/server design.
If you actually want a NAS which can run the server Plex part, this device will not be able to do it.
If you do not want to run a server part for media services, Kodi can pretty much accomplish the same without any server software type.
I have been using Kodi for years without any issues
