Access Denied Error - Windows 10/Windows 7

I have tried switching cables
I have tried it on both machines
I have tried rebooting
I need to access files on the drive.
There is a lot of material on this on the web- but some is pretty detailed and it doesn’t look like it works.
Please suggest solutions.
