I am using WD Quick Formatter on Windows 10 trying to change the bytes per sector from 4096 (XP Compatible) to 512 (Factory Default). However, I never get the screen that lets me pick the format (bytes per sector). Suggestions?

I think you might be confuse. This application allows you to reformat the drive to make it compatible with multiple windows system (Like XP) to avoid the size limitation that XP has with drive over 2TB.
