WD Elements 2tb has no folders

WD elements 2tb external hard drive (model WDBU6Y0020BBK-WESN) has no folders, cannot install it. It is just an empty shell. I am using a windows 8 PC, I can store files on it but It does not appear when connected to a TV( tv is compatible with the external hard drive
