I have an old MacBook Pro and it has been running dangerously slow lately. I am afraid that the hard drive is getting ready to crash. I religiously used my WD My Passport to back it up using the Time Machine. Still not sure if that worked. Now I have a new Dell PC. Is it possible for me to transfer my files/photos from my back ups done on my Mac to my new PC? I can’t even see any files on my Passport on my new Dell. I can only preform the “Unlocker”.

It is not possible. Mac formatted the drive as HFS. PC can not see HFS partition. You might have to formatted your drive on the Mac as ExFat/FAT32 then recopy your data to the drive. DO NOT USE TimeMachineBackup to backup your data.
Some software will let you use a Mac formatted drive on Windows.someting like MacDrive http://www.mediafour.com/software/macdrive/ might work but I don’t know if you will be able to access the files created by Time machine. I’m not a Mac person.
