Basically the title. If My Mac were to have an issue, and I keep my backup files on WD Unlocker encrypted WD My Passport, will I be able to unlock it in macOS Recovery or will I have to decrypt it on a separate computer?

Well, I think yes, you might be able to unlock the Time Machine drive in macOS Recovery Mode.
