How to restore backup files from old PC onto a new PC?

Hello i recently purchased a new PC, and a My Passport External Hard Drive.

I used the WD Backup software on my old PC, and when I plug it into my new PC I cant restore the backup onto my new PC.

so what I am trying to do is-
Old PC → Backup Old PC → Backup Files on My Passport → Put Backup Files on New PC

How would i go about doing this?
