Does boot starts with full test on HDDs in case of error?

fsck checks the file system after a suspicious shut-down.  On occasions this has happened to me I SSHed into the NAS while it was booting (as the other services do start, SSH can be used if already enabled) and the process list and top showed fsck doing it’s stuff.
