2tb WD elements drive not reading

I have a 2tb WD elements portable drive. When I connect it to my laptop, the led light on the drive stays on steadily without blinking (as when the drive is being read). I cannot access the drive, nor it shows up on my computer. What do I do about it?

Is the drive showing up in the disk management if you are using Windows computer or in disk utility if you are using Mac computer?
