Can't connect to WD MyCloud Drive away from home

I’ve been using a WD MyCloud external drive for several months now and am not able to connect to it via the internet when I am away from home.  I can connect to it when on my home wireless network and when using the iPhone App over celluar, but never when I’m on a wireless network somewhere else.  Has anyone else had this problem?  Why can my iPhone connect to it with a celluar connection but not using wireless?

See specifically the connection test sections and see if you can try them when you’re on a remote WiFi network.
