1.5 T WD External drive can't format or partition

I have a WD 1.5 T external drive that takes forever (hours and hours) to recognize. Once it is recognized in device manager, I cannot access it or format or partition it. It is connected via USB directly to desk top machine. Disk manager sees it, but wil not access it. HELP!!!
