You need to format the disk in drive I: Before you can use it

HI 

I have My Passport 0730, on connecting it to my laptop I see the light “On” of the Passport, But i cant see it to be recognised by my PC, On trying to access it says, I:/ is not accessible , The parameter is not correct.

I am hearing to clicking sounds together & again an error message is being displayed with reloading of My Computer , reading "You need to format the disk in drive I: Before you can use it "

In Disk management I see I:/ drive as an empty drive, 

Device Driver seems to have no Problem.

What should I do???

I there any way I format my data & get it back? please suggest

Apparently this issue is caused by data corruption, t o recover the data you might need to use a Data Recovery Software or Company. As a last resort to try repairing the drive you can try formatting the drive after getting your files if not resolved you can see here how to request the replacement of the drive on WD web site.
