Why in command line client: pause 30-50 seconds after enter "root", before enter password

In command line client - pause 30-50 seconds after the enter “root”, before enter password.
Command line client WinSCP reports “no connection” in 15 second waiting.

Then, I install using apt-get ffproxy - and in brousers 30-50 seconds pauses too, before opening or update web-page.
I have remove ffproxy and install tinyproxy. Result: so the same without improvements, 30-50 seconds pauses before opening or update web-page.

I didn’t modify any network settings.

Please help.
