Wd passport 1TB is not recoginized by my laptop

Upon connecting the Passport to my laptop via the USB Cable, there is a small white light to indicate the fact that it is plugged into the USB Drive. However, I am getting the vibration that would indicate that the drive is running. there is nothing under device and driver.

Is there any way of recovering the data

I am running Windows 10 .
