WD My Passport Studio not showing up on computer

I have a WD my passport studio portable hard drive which is not showing up on my computer. In device manager it shows up as" WD drive management devices" and " wd SES device". I uninstalled and re installed = same issue. I updated driver and windows says " i have the latest driver installed. I am running on windows 10 64 bit.
I unplug laptop from surge protector and plug directly into wall outlet and the unit spins and then stops - is this normal? light is blinking on device and is connected via usb cable… any advise or suggestions will be great-full.
Is this external drive Mac specific and cannot be used on windows ? Drive is working on apple computer via usb or fire wire connection. Can I reformat to work on windows 10?
