If i delete a picture off my phone that was previously backed up automatically to my cloud, does it also delete it off my personal cloud?

If i delete it off my personal cloud from the computer, does it delete from my phone?

Running Android 7.1.1 on Blackberry Keyone

The app does NOT sync, it only backs up. Deleting a file from either location will not effect the other.
