WD DISCOVERY SETUP (UPDATE) ERROR during loading or update wd applications

WD DISCOVERY SETUP (UPDATE) ERROR during loading setup (update) WD applications suddenly appears for all applications. For my mind it is local WD DISCOVERY problem in RUSSIA, please read.

wd_discovery_update_app_error

“SETUP(UPDATE) ERROR - NETWORK ISSUE, PLEASE TRY AGAIN LATER”
(Russian language).

It can be same problem with first setup or update.
How to find solution?

I used WD DISCOVERY version 2.1.288 or 1.3.482. Problem appears in both verions.

Manually all applications update well without any errors.

OS is WINDOWS 10 64bit CREATION UPDATE.

In logs in c:\Users\USERNAME.wdc\logs\2017-10-27_18_errors.log
I see “CERT_HAS_EXPIRED” message

If I try to download the file using any web browser with URL https://s3-us-west-2.amazonaws.com/wd-portal-apps-prod/com.wdc.branded.driveutility/platform/WINDOWS/WDDriveUtilitiesSetup_for_web_2.0.0.25.zip

I see error page that this website hasn’t protection.

If I click “more info”
First I see
Error code: DLG_FLAGS_INVALID_CA
DLG_FLAGS_SEC_ERT_DATE_INVALID
DLG_FLAGS_SEC_CERT_CN_INVALID

and try to open resource page:
My local MTS provider in Russia return: the site is blocked without known reason.
I saw redirect to page MTC
