Switched on Device after two years but is OFFLINE

Hi, my device seems to be Offline for an app, I can’t get any information about it anywhere on the local web

Only thing i see is the Time Machine Backup and that it is identified in the network. All the support articles are useless as device is open to the internet freely.

It is slowly “breathing” on the led, but nothing happens or no indicators that it can ever be online is not happening. What should i do next?
