Setting up Ubuntu mirror

I want to set up a mirror of the Ubuntu 16.04 packages on a DL2100 NAS device.

Can I do this by installing apt-mirror onto the DL2100 and then copying the files? Will this be persistent after rebooting?

An alternative would be to use the DL2100 as a remote file store and setting that as the target for apt-mirror.
