Partitioning and Formatting without Windows

My old hard drive died. I bought a new WB Blue 500 Gig 2.5" internal PC Hard Drive. How do I format and partition it? Then I will use my USB Windows Recovery Disk and reinstall windows 10 to my new C:\ drive.

Never mind. I figured it out. I didn’t have the hard drive seated in the sockets. No wonder it couldn’t be found!!!
