The My Cloud App can “find” my WD Cloud over cellular data–so I know the drive is on and serving–but not over WiFi, i.e., the search times out: how do I fix this? Thanks!

I would suggest you to check the WiFi settings of the phone in order to isolate the issue with the Mobile App.
