I have a brand new My Passport 2.5 4Gb USB 3.0
my operating system is Windows 10 x64
The drive transfer rate It extremely slow (see image 34.80 MB /s)

What I tried so far:
Change the drive removal policy to performance
Update windows
uninstall the drive driver
disk clean up
turn off indexing on the drive
