I had the same problem for me. I tried to contact WD with this link : https://support.wdc.com/support/case.aspx and had error when I submitted. So I found this number for France : 00800-27549338 on this link : International Phone Numbers | Western Digital, I just called and the woman unblocked my account.

May be the moderator around or the admin can get you there to reactivate your blocked accounts.
There might be possibility that they can also generate/ retrieve the forgotten passwords.
