I cannot access my FTP from outside

I am not sure if I am setting my FTP server up correctly, but. I cannot access my FTP from the outside of my network. I can access from inside but if I try to it seems like my router is not forwarding anything to the NAS. My Telnet, and SSH all work fine to other devices on my network. , but I cannot access the FTP. Has anyone had the same issue?

Forward ports 20 and 21 to your NAS.
