I am unable to reformat my 1 TB WD Book

It tells me Windows cannot access the drive. And yet it is connected and it shows up as an installed device.

What do I do now? I have tried to reformat from the devices and drivers screen and also from the WD Book screen when I right-click on the WD Book icon within the WD Smartware support instructions.
