Hdd spins up, heads get stuck

i have an old 200gb 3.5 internal hdd sata 1.
the pc was powered off and it work just fine till then. now, when i plug it in, i can hear the drive spinning up to normal rpm
and the heads moving trying to read data… thing is the drive never initializes so the heads remain on the plater the whole time very close to the spindle until the drive spins down again. even when the pc is shutting down they do not move to park and remain on the platter… any ideas??

Is this a primary or secondary drive? If it’s a secondary, try using the DLG tool to test the unit.
