Fan placement for My Book drives

I have 4 My Book external drives and just purchased a pair of USB fans to help keep them cool. Question: as I intend to use 1 fan to cover 2 drives and the other fan to cover the other 2, should the fans be used for intake or exhaust ( in other words, underneath, or on top)? I can’t do both with only 2 to cover 4 drives. Any advice or suggestions would be appreciated.
