Error 30403 when trying to change user password

Hi, having logged into the dashboard I am trying to change the password for a specific user.

When I try my MBLD thinks about it for a while and then says 'You don’t have permission to access a resource, please try again"

No matter how many times I try I get the same error. 

I have changed the password for another user without problems., so doesn’t seem to make sense.

Can anyone help please?
