Elements Desktop- Does on/off switch cuts of the power supply

Does the on/off switch at the back of the case cuts of the power supply?
When I click the switch nothing happens, the light keeps blinking. My reseller says the switch is for sleeping mode. I can’t believe it because then I expect an indication at the switch whether it is on or off. It has no marks.

I also have 3 WD MyBook Desktop 2 TB. They have the same black case with the on/off switck at the backside. These switches do cut down the powersupply. That’s why I wonder about my WD Elements Desktop drive.
