Drive Clicking and then just flashing

I think that my drive has gone out. When I plug it in it starts by just clicking and then that stops and the lights on the front just flash. Any ideas? Am I still able to recover the data on the drive? Does anyone know the best way to do this? Should I buy another drive and somehow transfer over?

Is the drive visible under disk management?
