Bought the device for a laptop that has now crashed. Backed up very recently on My Passport Ultra external device. We’ve decided to use a Surface Pro 3 as our “home computer”. Can I restore data to it from my backed up Laptop via the device?

Depending on how the data was backed up on the drive. If it was copy and paste, you should be able to copy the files back to new system.
