Can't copy files off of WD elements

I copied data from my PC (windows 7) to a 2 TB external USB hard drive (WDBU6Y0020BBK-EB).
I then installed a new internal hard drive into the PC and loaded windows onto the new drive.
Then I connected up the external drive to restore the data. Windows sees the external drive but won’t copy data back to the desktop. It says I need administrator permission to copy this file. I can still reconnect and run the PC on the old internal hard drive.
