Can Generate Share Link for external app?

Hi, I can generate share links from external app (java, vb, c++) in the same network? Maybe calling some service my cloud ?
Please if Any have a solution I will be so grateful.

I know how, but is manually. My question is if I can generate link from Windows PC in the same lan. Or
If there are services exposed that I can use locally to generate this links
